Public forum: City and Transport

July 1, 2025 | 5:30 PM

Zagreb is changing. But the question isn’t whether the city is changing – it’s how, and with what vision.
From the demolition of pedestrian underpasses, expansion of the tram and cycling networks, to the modernization of the railway junction – the past five years have been among the most traffic-intensive in the city’s recent history. And yet, many of these changes have not stemmed from a systematic strategy, but rather from ad hoc interventions, political impulses, and administrative shortcuts.

At the upcoming public forum City and Transport, taking place on Tuesday, July 1st at 5:30 PM, we will discuss the real potential of urban mobility, specific infrastructure projects, and the structural challenges of Zagreb’s development.

Participants:

  • Željko Ukić, Chairman of the Management Board, HŽ Passenger Transport
  • Darko Barišić, Member of the Management Board, HŽ Infrastructure
  • Domagoj Bublić, Zagreb Node Project Manager, HŽ Infrastructure
  • Andro Pavuna, Head of the City of Zagreb's Transport Office
  • Luka Matošić, Member of the Management Board, ZET

Moderator:
Prof. Marko Ševrović, Ph.D., Department of Transport Planning, Faculty of Transport and Traffic Sciences.

The panel, structured around key thematic areas, will explore questions such as:

  • Integrating rail into urban mobility – can the Zagreb Node project become the backbone of daily commuting?
  • Transforming the tram network – why do routes from 1987 no longer reflect the movement patterns of 2025?
  • Parking policy reform – how much congestion can we reduce without building a single new road?
  • Urban-regional connectivity – why is Zagreb no longer transport self-sufficient?
  • Strategy and legal frameworks – can Zagreb adopt a functional transport plan without redefining its relationship with the state?

At the heart of the discussion is the idea of transport as a system: infrastructural, organizational, and political. A system that supports daily life rather than disrupting it.

The City and Transport forum opens an essential dialogue between institutions, experts, and citizens – about how mobility can become a tool of urban development, not its limitation.

Space is limited, so please reserve your spot here. Admission is free!
